Director’s Message
The New Jersey State League of Municipalities is getting ready for its 100thAnnual Conference on November 16-19, 2015 in the Atlantic City Convention Center. The theme for this year is The Foundation for a Bright Future, and the conference will feature 100 panels, clinics, workshops and other sessions. More than 17,000 municipal delegates, participants and guests are expected. This annual conference is one of the largest of its kind in the United States.
The New Jersey Local Technical Assistance Program (NJLTAP) will join other commercial, government, and association exhibitors with a booth on the convention hall floor. You are invited to visit with us at Booth 149/151 from Tuesday through Thursday. We will have a variety of informational pieces available at the booth, including some new materials from the Federal Highway Administration Office of Safety. NJLTAP is also participating in the conference education program, with instructor Ted Green, P.E. presenting during the Wednesday 3:45-5:00pm session. Ted’s topic will be Traffic Safety for Elected Officials- Your Constituents’ Expectations. This is a joint session sponsored by the NJSLOM and the American Public Works Association- NJ Chapter and provides professional development credit.

STIC Incentive Funds Available
The Federal Highway Administration
(FHWA) offers STIC Incentive Funding, as
well as technical assistance, to support the
standardization and advancement of
innovative practices. The NJ STIC receives
$125,000 each year and state and local
public agencies in transportation are
eligible to apply.
To be eligible, a project or activity must
have a statewide impact in fostering a
culture for innovation or in standardizing an
innovative practice, and must align with
FHWA’s Technology Innovation
Deployment Program goals. The NJ STIC
will prioritize funding projects and activities
that advance innovations such as the Every
Day Counts (EDC) innovations that are
being promoted by FHWA.

NJ Local Government Week
NJ Local Government Week is a time for
municipalities to encourage civic
education, community collaboration,
volunteerism, and local pride. Through NJ
Local Government Week, the League
hopes to bring awareness to the role local
government plays in achieving the best
life for communities. Invite your schools,
civic groups, businesses, and media to NJ
Local Government Week activities for
citizens of all ages.

NJDOT Issues New Bicycle and
Pedestrian Micromobility Guide
The NJDOT Bicycle and Pedestrian Resource
Center (NJDOT BPRC) has issued a
Micromobility Guide for the Garden State,
to help the public enjoy a safer and more
accessible walking and cycling environment.
The Guide summarizes state laws and best
practices for safely riding, charging, and
storing micromobility devices in New Jersey.
The Guide explains the regulations,
characteristics, and transit agency rules for
11 types of micromobility devices, including
traditional bikes, e-bikes, e-scooters,
Segways, roller skates, and more. The Guide
also clarifies how different classes of e-bikes
are regulated under New Jersey laws. Key
device features and regulatory differences
are highlighted in easy-to-understand, onepage “cheat sheets” for each type of device.

Backover Prevention
Every year, backover incidents lead to
serious injuries and fatalities in
construction zones and workplaces. These
incidents often happen when drivers lose
sight of people, objects, or vehicles
behind them. That’s why OSHA launched
the #MirrorCheck initiative to raise
awareness and provide resources to help
educate workers and employers in the
construction industry about safety
practices that can prevent backovers and
save lives. Thank you for all you do to
ensure the safety and health of our
nation’s workforce!!
