Under the North Jersey Transportation Planning Authority’s (NJTPA) Complete Streets Technical Assistance Program, the NJTPA, Sustainable Jersey and the Voorhees Transportation Center at Rutgers University are seeking applications from municipalities to receive free technical assistance services for a specific project related to advancing a complete streets initiative in their communities. Projects will be three to six months in duration. Project delivery will be between February and September 2020. The program does not provide direct funding to municipalities. Examples of projects that have previously been delivered under this program can be found on the NJTPA’s complete streets webpage. A project selection committee will select up to eight municipalities to receive technical assistance services in a competitive process based on objective criteria.

All municipal governments within the thirteen counties that comprise the NJTPA region – Bergen, Essex, Hudson, Hunterdon, Middlesex, Monmouth, Morris, Ocean, Passaic, Somerset, Sussex, Union, and Warren – are eligible to apply.

Types of Technical Assistance Available

Every municipality has different needs. This program offers five types of technical assistance services thereby allowing each municipality to select the type of services that best meets local needs. Options include:

  • Bicycle Corridor or Bicycle Network Plan – To help identify specific routes and road treatments to improve bicycling infrastructure.
  • Conceptual Renderings – To prepare graphic renderings to help visualize potential improvements to streetscapes or public spaces.
  • Crime Prevention through Environmental Design Safety Audit and Site Assessment – To assist in assessing and understanding potential physical improvements that could help prevent crime.
  • Temporary Demonstration Project Guidance – To provide guidance on the design and installation of one pedestrian safety or bicycle infrastructure temporary demonstration project.
  • Walkable Community Workshop – To conduct a workshop and audit up to a continuous half-mile of a street or combination of streets to identify potential pedestrian and bicycle improvements that may be made.

Detailed descriptions can be found in the Application Information Packet.  Please note that the value of the technical assistance will generally not exceed $20,000.

Selected municipalities will be expected to designate one municipal representative to be the project’s point person. Additionally, they will be expected to ensure participation in the project by other pertinent municipal representatives as indicated for each option and to participate in a robust public engagement process. The municipal business administrator and at least one elected official should be part of the team. In all cases, the municipal engineer or consulting engineer must be a member of the team. Any municipal costs incurred are not reimbursable under this program. In addition, if the proposed project area includes county or state roads, the appropriate representatives from the county or state agency with jurisdiction over the road must participate in the study process.

Each selected municipality will receive a final report that documents the services provided, including methodology, identified needs, and concrete and practical recommendations suitable for advancement by the municipality.
