Paul Barr, Ph.D., is a professor and head of the civil and environmental engineering department at Utah State University. He also is the director of the Utah Transportation Center, part of the Tier I UTC Consortium led by Rutgers Center for Advanced Infrastructure and Transportation (CAIT).

His research interests focus on nondestructive evaluation of bridges, especially assessment of condition due to earthquake loads, live loads, changes in temperature, and prestress losses. Recent projects have included his significant involvement in the FHWA Long-Term Bridge Performance (LTBP) program, which CAIT is leading, and live-load testing of bridges in California, Minnesota, and Utah. Other research projects include forensic testing of prestressed concrete bridge girders as well as steel girders.

Barr is a licensed professional engineer in the state of Utah, and a member of the American Society of Civil Engineers (ASCE) and the Prestressed Concrete Institute (PCI). He completed his Ph.D. at the University of Washington. Barr received the Outstanding Teacher of the year award at USU in 2010 and 2012.
